FLYING SITE RULES EFFECTIVE FEB 18, 2006

THESE RULES APPLY TO ALL FLYING FIELDS

( see additional site specific rules)

 

SAFETY RULES

1. ALL OPERATIONS MUST BE IN ACCORDANCE WITH THE CURRENT AMA SAFETY CODE. IF THE FIELD RULES DIFFER FROM THE AMA SAFETY CODE, THE STRICTER REQUIREMENT WILL APPLY.

2. DELIBERATE FLYING BEHIND THE FLIGHT LINE IS PROHIBITED. DO NOT OVERFLY THE PIT AREA, PARKING AREA, OR ANY SPECTATORS.

3. CHILDREN & PETS ARE NOT PERMITTED BEYOND THE SPECTATOR AREA, UNLESS UNDER DIRECT SUPERVISION OF AN ADULT.

4. EQUIPMENT SAFETY: PRE-FLIGHT CHECKS WILL BE COMPLETED BEFORE FLYING. THESE INCLUDE RADIO RANGE, BATTERY POWER, FLIGHT CONTROLS, CONTROL LINES, ETC. USE EXTREME CARE WITH LI-POLY BATTERIES TO AVOID FIRES.

5. HIGH START LINES, IF USED, MUST RUN PARALLEL TO THE ACTIVE RUNWAY.

6. MODELS WILL FLY ONLY IN PREVIOUSLY DESIGNATED AREAS, AND WILL YIELD RIGHT-OF-WAY TO FULL SIZE AIRCRAFT.

7. FLIGHT OPERATIONS WILL STOP DURING ELECTRICAL STORMS, EXTREME HIGH WINDS, OR ANY OTHER ENVIRONMENTAL CONDITION THAT CREATES A HAZARDOUS SITUATION. ie: FOG, LOW LIGHT, ETC.

8. USE OF AIRCRAFT RESTRAINT IS HIGHLY RECOMMENDED.

9. NO SMOKING AND NO ALCOHOLIC BEVERAGES* IN PIT AREA OR ON THE FLIGHT LINE. (SEE AMA RULES ON ALCOHOL CONSUMPTION). PLEASE SMOKE IN THE SPECTATOR AREA, AWAY FROM CHILDREN AND OTHER NON-SMOKERS. *THE UNACCEPTABLE USE OF ALCOHOL OR ANY OTHER CONTROLLED SUBSTANCE IS GROUNDS FOR EXPULSION FROM THE CLUB.

10. NO LITTERING. PICK UP CRASH DEBRIS, CIGARETTE BUTTS, AND ALL OTHER TRASH FOUND AT THE SITE. IF YOU PACK IT IN, PACK IT OUT. AVOID FUEL SPILLS AND WIPE UP EXCESS AS NEEDED. REPORT ANY LARGE TRASH OR UNSAFE CONDITION FOUND TO A CLUB OFFICER.

11. FIRST AID KITS, FIRE EXTINGUISHERS, AND KNOWLEDGE OF THE NEAREST HOSPITAL IS THE RESPONSIBILITY OF EACH MEMBER.

OPERATIONAL RULES

1. FLYERS OPERATING MODELS MUST BE CLUB MEMBERS AND HAVE THEIR CLUB AND AMA CARDS WITH THEM AT THE FLYING FIELD. STUDENT OR INTRO PILOTS MUST BE UNDER THE DIRECT SUPERVISION OF AN INSTRUCTOR PILOT (PERFERABLY ON A BUDDY CORD) AS SET FORTH IN THE AMA RULES FOR INTRODUCTORY FLIGHTS.

2. GUESTS WITH CURRENT AMA CARDS MAY FLY AT THE CLUB EVENTS OR BY INVITATION OF A CLUB MEMBER. (UNLESS THEY HAVE BEEN PREVIOUSLY VOTED OUT OF THE CLUB BY EXPULSION) ALL GUESTS MUST BE ESCORTED BY A CLUB MEMBER WHILE AT THE SITE.

3. ONLY PILOTS AND ASSISTANTS ARE ALLOWED ON THE FLIGHT LINE.

4. THE USE OF A FREQUENCY CONTROL BOARD SHALL BE UTILIZED WHENEVER POSSIBLE. ALL PILOTS ARE REQUIRED TO SIGN IN ON THE BOARD AND MAKE ARRANGEMENTS TO SHARE CHANNELS IF NECESSARY. IF A FEQUENCY BOARD IS NOT AVAILABLE, IT IS THE RESPONSIBILTY OF EACH PILOT TO CHECK WITH OTHERS TO ENSURE CONTROL. IF IN DOUBT- ASK BEFORE YOU TURN ON A TRANSMITTER.

5. PILOTS SHALL MAKE APPROPRIATE ANNOUNCEMENTS WHEN TAKING OFF, LANDING, BEFORE ADVANCING ON THE RUNWAY, AND IN EMERGENCY SITUATIONS.

6. LANDING AIRCRAFT HAVE THE RIGHT-OF-WAY OVER ALL OTHER AIRCRAFT MOVEMENTS. RECOVER AIRCRAFT STALLED ON THE RUNWAY IMMEDIATELY.

7. TAKE OFFS, LANDINGS, AND TOUCH AND GO'S WILL BE MADE WITHIN THE CONFINES OF THE RUNWAY AND WITH THE FLOW OF TRAFFIC.(GENERALLY INTO THE WIND)

8. MUFFLERS ARE REQUIRED ON MODELS WITH PISTON ENGINES LARGER THAN .049

9. OBSERVE QUIET HOURS BEFORE 9AM AND AFTER 10PM. (BE CONSIDERATE ABOUT NOISE TO NEIGHBORS)

10. WE HIGHLY RECOMMEND YOU DO NOT FLY ALONE!

11. NO LITTERING. PLEASE PICK UP AFTER YOUSELF AND OTHERS TO AVOID POSSIBLE FINE$.

FRONTIER FUN FLYERS IS A FAMILY ORIENTED FLYING CLUB, BE COURTIOUS TO YOUR FELLOW MEMBERS AND GUESTS. GIVE INEXPERIENCED MODELERS A HAND WHEN YOU THINK THEY NEED IT.

PLEASE: NO PROFANITY! FOR THE CONTINUED SAFE USE OF THE CLUB FIELDS, ALL FLYERS AND SPECTATORS MUST OBSERVE THESE RULES AND FIELD ETIQUETTE. VIOLATORS ARE SUBJECT TO DISIPLINARY ACTION OR POSSIBLE EXPULSION.

ADDITIONAL SITE SPECIFIC RULES

MOSQUITO FIELD:

(SITE RULES TO BE ADDED SOON)

 

WELLS FARGO PICNIC GROUNDS:

1. "APPLICATION FOR USE AND INDEMNITY AGREEMENT" MUST BE COMPLETED AND SIGNED PRIOR TO USE OF THE GROUNDS.

2. COPY OF THE ABOVE MENTIONED AGREEMENT MUST BE AVAILABLE FOR REVIEW AT THE PICNIC GROUNDS DURING THE DAY USE.

3. NO LITTERING GROUNDS MUST BE LEFT IN A CLEAN AND ORDERLY FASHION AFTER USE OR A FEE OF $500 MAY BE CHARGED.

4. NO GLASS BOTTLES ARE TO BE USED ON THE GROUNDS.

5. ` NO PETS ALLOWED AT THE CLUB SPONSORED FUN FLYS AND PICNIC EVENTS.

6. NO OVERNIGHT CAMPING.

7. DO NOT BUILD ANY BONFIRES ON THE GROUNDS, CONTAIN ALL FIRES IN THE PITS THAT ARE PROVIDED. THERE IS NO RUNNING WATER, YOU WILL NEED TO SUPPLY YOUR OWN. OUTHOUSES ARE LOCATED ON THE GROUNDS, YOU WILL NEED TO SUPPLY YOUR OWN TOILET PAPER.

8. THE GROUNDS MAT BE USED AS EARLY AS 9AM BUT NO LATER THAN 10PM TO AVOID DISTURBANCE OR NUISANCE AND NOISE TO THE NEIGHBORS.

9. THE KEY MUST BE SIGNED OUT TO A CLUB MEMBER WHO WILL BE RESPONSIBLE FOR MODEL AIRCRAFT FLYING AND ALL OTHER ACTIVITIES AT THE SITE FOR THE DAY OF USE. THE KEY MUST BE RETURNED ON THE NEXT DAY FOLLOWING USE OF THE GROUNDS. UNLESS YOU HAVE THE KEY ASSIGNED TO YOU, OR YOU ARE INVITED BY THE MEMBER WHO DOES, YOU ARE NOT ALLOWED TO BE ON THE PROPERTY. ANY UNAUTHORIZED USE OF THE GROUNDS WILL BE CONSIDERED TRESPASSING AND ARE GROUNDS FOR EXPULSION FROM THE CLUB. DO NOT DRIVE AROUND THE LOCKED GATE.

10. USE OF THE GROUNDS IS CONDITIONAL SO LONG AS IT IS NOT "RESERVED" BY OTHERS. IF OTHERS HAVE THE GROUNDS RESERVED, DO NOT FLY THERE. RESPECT THEIR RIGHTS TO ACCESS OF THE PROPERTY. (THERE ARE TWO DOG TRAINING CLUBS THAT USE THE GROUNDS AND HAVE AN AGREEMENT WITH OUR CLUB TO CO-USE THE GROUNDS. THEY ARE THE ONLY EXCEPTONS TO THIS RULE. LEAVE ALL OTHERS ALONE TO ENJOY THEIR PICNIC!)

 

EKLUTNA LAKE STATE PARK- CANYON SITE: PERMIT #06-003

1. THE CLUB HAS A "SPECIAL PARK USE PERMIT" FOR "DAY USE" OF THE LARGE GROUP CAMPSITE. THE TERM OF THE PERMIT IS FROM JAN. 8, 2007 THROUGH DEC. 31, 2007. THE SITE IS AVAILABLE FROM 8AM UNTIL 5PM DAILY UNLESS RESERVED BY OTHERS FOR OVERNIGHT CAMPING.

2. YOU MUST CHECK IN WITH THE RANGERS OFFICE AT THE CAMPGROUNG PRIOR TO USING THE SITE TO MAKE SURE THAT IT IS AVAILABLE FOR "DAY USE".

3. YOU MUST HAVE WITH YOU THE FOLLOWING: A CURRENT AMA MEMBERSHIP CARD AND A CURRENT FRONTIER FUN FLYERS MEMBERSHIP CARD. FURTHERMORE, YOU MUST READ AND BE WILLING TO COMPLY WITH THE "PARK USE PERMIT GENERAL STIPULATIONS" AND THE "EKLUTNA GROUP CAMP STIPULATIONS" (AVAILABLE UPON REQUEST)

4. THE GATE IS TO REMAIN LOCKED EXCEPT WHEN ENTERING OR LEAVING TO PREVENT UNAUTHORIZED VEHICLE USE IN AREA. MEMBERS ARE RESPONSIBLE FOR GATE CLOSURE.THIS IS A PRIMATIVE SITE WITHOUT AY RESTROOM FACILITIES OR RUNNING WATER. THE NEAREST RESTROOM IS AT THE MAIN CAMPGROUND. ALSO, CELL PHONES DO NOT WORK AT THE FLYING SITE. THERE IS A PAYPHONE AT THE GATE.

 

EAGLE RIVER FIELD:

1. CLUB MEMBERS MUST TAKE REASONABLE PRECAUTIONS TO PREVENT AND SUPRESS FOREST, BRUSH AND GRASS FIRES, AND PREVENT POLLUTION OF WATER ON OR IN THE VACINITY OF EKLUTNA INC'S LAND. ( BE VERY CAREFUL WITH LI-POLY BATTERIES)

2. DO NOT CUT TREES WITHOUT PRIOR WRITTEN PERMISSION.

3. KEEP ALL ANIMALS ON A LEASH OR OTHERWISE UNDER CONTROL.

4. DO NOT USE FIREARMS, LIVE OR BLANK ROUNDS.

5. DO NOT LEAVE TRASH, SPILLED FUEL, OR LITTER ON EKLUTNA LANDS. CARRY A GARBAGE BAG AND REMOVE ANY FOUND GARBAGE OR TRASH. REPORT LARGE TRASH OR UNSAFE CONDITIONS.

6. MODEL AIRCRAFT FUEL MAY BE BROUGHT ONTO THE PROPERTY ONLY IN SUCH LIMITED QUANITIES NESSESSARY FOR THE OPERATION OF THE MODEL AIRCRAFT BY THE MEMBERS OF THE CLUB.

7. NO OTHER PETROCHEMICALS OR OTHER HAZARDOUS SUBSTANCE OF ANY KIND MAY BE BROUGHT ONTO THE PROPERTY.

8. OPERATIONAL HOURS ARE 9AM TO 10PM DAILY.

 

SOUTH ANCHORAGE FIELD:

1. YOU MUST BE WILLING TO SHOW PROOF OF AMA AND FFF MEMBERSHIP TO ANYONE WHO ASKS.

2. FLY ONLY IN THE AIRSPACE ABOVE THE SITE, DO NOT FLY BEYOND THE LOT BOUNDARIES.

3. FIELD IS OPEN DURING DAYLIGHT HOURS ONLY. USE THE CHAIN GATE FOR ACCESS TO THE SITE, REMEMBER TO LOCK UP WHEN YOU LEAVE.

4. DRIVE AROUND THE WEST END OF THE RUNWAY TO PARK. FLY FACING SOUTH WITH YOUR BACK TO OMALLEY ROAD. UNDER NO CIRCUMSTANCES ARE YOU TO FLY TOWARD OMALLEY ROAD.

5. THIS SITE IS A SNOW DUMP AND THE DUMP OPERATIONS TAKE PRIORITY OVER ANY CLUB USE.

BYLAWS
SECTION I: ELECTIONS AND VOTING

Para . 1: Candidates for office shall be regular members in good standing.

Para . 2: Nominations and elections shall be held at the March meeting.

Para . 3: Officers elected will assume office on April 1.

Para . 4: Regular members in good standing are eligible to vote.

Para . 5: Any member in good standing being nominated for an office must be present at the time of nomination, or must have an oral or written statement signifying his or her willingness to accept such nomination. Said statement is to be filed with the secretary at least 24 hours prior to nomination and election.

Para . 6: Election shall be by secret ballot.

Para . 7: Terms of office: President, Vice President, Treasurer and Secretary shall serve two years.

(B) VP and Secretary-elected odd years.

Para .8: DUTIES: President shall preside at meetings, VP shall preside in the absence of the president, Secretary records minutes, and Treasurer handles club funds.

Para . 9: APPOINTED OFFICERS: Safety officer, Field Marshall, Committee Chairman, Program chairman.

 


SECTION II: FEE'S AND DUES

Para . 1: There shall be two dues classifications:

(A) Adult Membership; $35.00 per year.

(B) Youth membership; age 18 and under, $10.00 per year.

Para . 2: Dues will be payable as follows:

(A) Dues for Adult and Youth Memberships are payable for the entire year on January 1st.

(B) A current AMA license must accompany payment of dues. AMA number shall be entered on member’s club membership card.

SECTION III: COMMITTEES

Para . 1: The President shall appoint a nominating committee at the February meeting.


SECTION IV: FINANCES

Para . 1: Expenditures of over $500.00 shall require a two-thirds majority vote of members present at a regular meeting.

Para . 2: At the end of the term of office, the Treasurer shall submit to the membership a written accounting of finances for the period in which the office was held.


SECTION V: AWARDS AND PRIZES

Para . 1: Allocation of funds for awards and/or prizes for competitions (or other club activities) shall be made at a regular meeting. A motion shall be called for and a simple majority vote required for passage.


SECTION VI: MEETINGS

Para . 1: Regular meetings of Frontier Fun Flyers will normally be held the third Thursday of each month at 7:00 pm or as designated by the Vice President or other club officers.

Para . 2: Should a holiday fall on the regularly scheduled day, the meeting is automatically postponed until the fourth Thursday of the month.

Para . 3: Regular meetings shall be held in Anchorage as designated by the club officers.


SECTION VII: MEMBERSHIP

Para . 1: Application for club membership shall be made by completing a Frontier Fun Flyers application form and showing proof that all club requirements are met.

Para . 2: Requirements for Frontier Fun Fliers membership shall be:

(A) Adult & Youth membership: Payment of dues, (ref. Section 2) and a current membership in the Academy of Model Aeronautics .

(B) Limited membership: Application for membership shall be presented to any club officer. Approval of this membership will require proof of AMA membership. Validation of membership shall be in writing, dated and signed by at least two officers.

Para . 3: New members shall also be presented a copy of the Frontier Fun Flyers club field rules.

Para . 4: RESIGNATION: Any member in good standing may resign his/her membership by giving written notice to the Club.

Para . 5: TERMINATION: If any member ceases to have the qualification necessary for membership in the AMA, his/her membership in the Club shall thereby terminate, subject to reinstatement upon restoration of eligibility.

Para .6: EXPULSION: This section provides for enforcement of the Safety Rules that are related to flying activities or any other unacceptable behavior by an individual member or members. Any individual may be expelled from membership from the Club by a two -thirds (2/3) majority vote of the membership present at the meeting if in the officers’ determination, such individual willfully commits any act or omission which is a violation of any of the terms of these Bylaws, or the Rules of the AMA, or which is detrimental to the Club, the AMA, or to model aviation. Voting will be by secret ballot.

Para .7: REINSTATEMENT: A two -thirds (2/3) majority vote of the membership present at the meeting is required for reinstatement to the club.

Para .8: DISSOLUTION OF CLUB: The duration of the club shall be perpetual. The club may be dissolved with the approval of two -thirds (2/3) vote of the entire membership.

 

SECTION VIII: FIELD RULES

Para . 1: GRIEVANCE PROCEDURE: The grievance procedure provides a mechanism to enforce existing safety rules by providing a progressive disciplinary system when needed. Although most complaints can be resolved informally, if a complaint is serious or cannot be resolved informally, the matter should be referred to the Safety Committee for its consideration by means of a Grievance Form to be filled out and turned into the Safety Committee Chairman. At least one witness is required to sign the Grievance Form

The Safety officer/Committee shall use its judgment in carrying out action on the following:

a . A grievance form will be filled out and turned into the Safety Officer/Committee Chairman. At least one witness is required.

 

b. FIRST VIOLATION

Viewpoints of both complainants and accused will be considered.

 

c. SECOND VIOLATION

Complainant’s name will be disclosed. The accused has the right to a written rebuttal, to be reviewed by the Club Safety Officer/Committee. If the Committee so decides, the flying privileges of the accused will be suspended for thirty (30) days. Written notice of this shall be issued and a copy published in the Club newsletter.

d. THIRD VIOLATION

Safety Officer/Committee will notify the accused in writing and the Club members via the Club meeting that the Club will vote on the expulsion of the accused at the next meeting. Said expulsion will last for a one-year minimum. A member may be expelled from the Club only upon a two -thirds (2/3) majority vote of the membership present at the meeting. Voting will be by secret ballot at a regular monthly meeting. The expelled member may reapply for membership after the expiration of the expulsion time period.

e. The three actions will not be enforced unless they are accumulated within a two-year period of time.

f. Any member receiving a Grievance, who directs any retaliation action against the person filing said grievance, will be subject to immediate expulsion from the Club. This is to include threats, intimidation, physical harm, intentional equipment damage, or any other action deemed to be retaliatory by the Club Officers.
